Multiple language packs increase the size of the Windows image and also affect the overall performance of a system during deployment and servicing. We recommend that you do not add more than ten language packs to a Windows image. Microsoft's recommended practice is to have no more than 10 languages in an image if you must, but deploying with only one makes the system easier to manage, update faster, and deploy quicker. Have another, with just one or two languages applied. Here's a fun test - take a Win7 RTM machine and apply multiple languages. Adding languages to a base image means every update that is applied must have it's language components updated for each language. 1 is definitely not best practice, as languages should be applied at deploy time.
